E-NNOVATE UKRAINE: E-GOVERNMENT and E-DEMOCRACY WITH REAL IMPACT - 6 April 2017
Most of the time when we talk about e-government or e-democracy, the attention almost immediately turns to IT solutions. While technology is certainly part of the story, e-government and e-democracy is not so much about technology but rather about what people do with technology, how technology serves people and how it impacts their lives. The Ukrainian-Swiss EGAP Program launched in May 2015 assists the Ukrainian government, its regional and civil society partners to implement innovative, sustainable and inclusive e-governance solutions focusing on e-services, capacity building, e-democracy and national policy dialogue on relevant reforms. EGAP’s primary aim is to make e-services, e-democracy instruments, related training and policies more innovative, citizen oriented, inclusive and impactful. After 2 years of implementation, the EGAP Program team is inviting you to a conference and interactive demo zone that will reflect on EGAP Program’s results, the dynamic e-government and e-democracy context in Ukraine but also on innovative new topics. Lena Minitch has over 20 years of executive experience in telecommunications. She was the CEO of Freshtel Ukraine, a WIMAX wireless broadband Internet provider, worked for a Siemens AG subsidiary in Kiev, acted as project manager at MTS Ukraine (now Vodafone UA) and as the executive director for products and services at Eurotel Praha (now Telefonica Czech Republic). In her position as chief marketing officer of Utel, a mobile business unit of Ukrtelecom, Lena launched the first UMTS network in Ukraine in 2007, and as the managing director for Avantel Czech Republic, she acted as an executive strategy adviser to introduce a Vodafone-Azerfon brand on the Azeri market. In her most recent position as the Director of Innovations and Intellectual Property Department at the Ministry of Economy of Ukraine Lena developed the reform strategy on intellectual property (6 draft laws,) a Road Map for Digital Economy with the European Commission and initiated project of World Bank for Innovation Development Office. Lena has two Master’s degrees in business telecommunication from Technical University Delft in the Netherlands, in electrical engineering from Kiev Polytechnics University in Ukraine.

He is currently one of the leading figures and advocates of a national Digital Agenda for Ukraine being a Manager of this particular project within NGO "HighTech Office" and the Vice-president of the Association "Innovative development of Ukraine". Prior to his current position, he served as CISCO’s Regional Business Manager for Public Sector in Ukraine (2006-2014), the Head of Government IT-projects in "Softline Company" (2002-2006) and the deputy chief editor of the "Oil and Gas" journal from 1998 to 2002. Concept and Action Plan for E-democracy in Ukraine: What’s next ?
Іs the Head of the Center for Innovations Development at the National University of “Kyiv-Mohyla Academy” and the Chief Expert of the E-Democracy Group at the Reanimation Package of Reforms. Serhyi is a known civil society activist and advocate of social innovation and e-democracy instruments in Ukraine. Victor Liakh came to East Europe Foundation in February 2008 as executive director. In 2005-2008, Victor served as Executive director of the Child Well-Being Fund Ukraine, a daughter organization of the CCF Inc., where he worked in various capacities beginning in 2001. Victor received a degree in information engineering from Kyiv Polytechnic University and a master’s degree in social work and social pedagogy from Luhansk State Pedagogical University. He also studied social work at the School for Professional Development in Freiburg Catholic University in Germany. Victor studied Corporate Social Responsibility (CSR) in the Business in the Community (BITC) in the UK while being a fellow of the John Smith Program in 2008. He also studied CSR in the US while being a fellow of IVLP program in 2011. Since 2011 Victor serves as a Chairman of CSR Committee of European Business Association in Kyiv, Ukraine.

Executive Director and founder of SocialBoost, organization that has been holding social hackathons since 2012 and has since consolidated a community of more than 1000 IT-volunteers around Ukraine. Viktor led the development of a series of IT-services for the government including the National Open Data Portal. In 2016, he co-founded 1991 Open Data Incubator — initiative that develops open data startups, with offices in 3 Ukrainian cities. 36 startups have graduated from the Incubator and raised a total of 10m UAH in both venture and non-commercial capital. At the beginning of 2016 founded «Civil Project» — an online platform for participatory budgeting processes in cities that has been used by more than 500k citizens.

EcoInfo
EcoInfo - this is e-service for monitoring of the atmospheric data in any location. You can select a point on a map or identify your location and find out about air quality and pollutants that are influencing. The pilot version of the project works in Dnipropetrovsk oblast. Together with the Department of environment and natural resources they have developed a formula that displays the average of the data taking into account the dispersion of pollutants at the point location Now added 3 useful eco-layers: Enterprise, gìdrometi and natural landfill. The system is built in such a way that it can show another 12 eco-layers. For example: drinking water, quality of soil, radiation background, etc. During the incubation, we started work on the additional functionality and UI for data compression: adding new areas and VR. Also, there is a possibility to display data from the sensors in real time. VR layer photo 360 in protected zones of Ukraine. EcoInfo project has a purpose-to add the environmental map of the world. Now there's a big question mark. The project plans to not only fill the map data. In the future it is planned to make additional paid services: EkoSecurity-notification of change of ecological state of the EkoGPS-formation of eco-trails and new eco-Ekopasport points – giving paid certificate with a full report about the State of the environment in the right you point
E-mova
E-mova - online platform for learning Ukrainian LanguageOn the platform, anyone can choose a course of study and pass it. The project facilitates the issue of equal access to educational tools and focuses on ukrainian-speaking Ukrainians, expats and Ukrainians living in the area of conflict. In the framework of the incubation project team working on a demo version of the platform on the basis of Egap Vinnitsa.
Znaideno
Znaideno - e-service of visualization, monitoring and control of land use, deforestation, unauthorized waste management.
The basis is comparison algorithm of incorporated satellite imagery and data obtained from the UAV and comparing this information with data vector cadastral division and field boundaries. The method allows to gather only the area where the unauthorized use of land excited limits is logging. It also provides functionality for farmers and the possibility of remote monitoring of crops. The project involves scaling across Ukraine, and especially where the problem is extremely acute problems and can ffect the environment. An important part of the service access to data that journalists can use to update issues and its distribution via communication devices and raise awareness of local communities about the situation in the regions. Anyone can monitor deforestation, to see the extent of waste polygons and request response on violations from local power.
Smart Tickets
Smart Tickets - service of a single ticket for that allows you to navigate travel route with changes for different modes of transport and to receive a single electronic ticket for all the route. Service reduces the time to plan the trip and pave the optimal time for the route. Focuses on active travelers and fans of weekend trips. Working with issues of domestic tourism and is intended to enhance comfort. It runs via QR-code and smartphone. The gadget is enough to use service and for chek-ins while traveling.
Smart country
Smart country - 3 online services measuring quality of services that big state-owned enterprises provide: For Ukravtodor, Ukrzaliznytsya, Ukrposhta now. In the future, they have plans to do QA services in Ukrainian hospitals. Today anyone can go to the website and leave there a review of recent experience provided services from travel by rail to queue at post office or poor road repair. The tool is designed to complaints of citizens of Ukraine, which thus can articulate their experience and serves instrumentov imaging efficiency for top managers of state enterprises. Based vykorsytannya can monitor the effectiveness of the state budget allocated to improve service, no service or its worsening across the country, as well as timely solutions to respond quickly to the demands and wishes of the public. The project works with issues of Ukraine smooth interaction of citizens and public institutions.

G.MIAN — system of automatic samplers for the analysis of qualitative characteristics of grain mixes at all stages of their production. The system analyzes the infrared spectrum of the samples and sends photos to the cloud, where steady multispectral analyzer also being connected to the cloud that analyze frame by comparing it with its accumulated database. The want to replaceme human resources on plants to automatic and reliable device, in favor of creativity, and in consequence of non actual way of solving the problem with manual data collection. The project is important for all businesses in grain processing industry, not only for feed mill.
Precious Plastic
Precious plastic – the social platform for processing plastic the useful stuff: things of everyday use, vases, chairs and benches. It is planned to organize transparent plastic waste collection through the crowdfunding platform and items acceptance of plastic (including mobile), where everyone will be able to send the materials to build a certain object or product for the city or for their friends. Project goal: prove that the plastic is a valuable and useful resource, which can be the basis for the creation of many necessary everyday items. Already in April in Odessa, install benches in various public places, made of materials gathered by cityzens of Odessa through this platform.

Casers — service of interaction between education and business, which solves the problem of practic knowledge for youth and relevance of knowledge (being involved on real cases, problems of real business or government organisations).
Animal-id.info
Animal-id.info – Internationa non commercial platform that combines national and local databases of animal identifications, international services and adoption of homeless animals. For the purpose of registration of animals and making further necessary information, created specialized online classrooms for owners of animals, vets, breeding kennels, dog clubs, civic organizations and utility companies. Data about the animal is entered into the international database and the owner instantly receives a confirmation e mail. Pet owners get reminders of important events in the life of the animal, approaching the date of a visit to the vet, discounts in the vetirinary clinics, etc
iLearn
iLearn-free online platform to prepare for the EIT. The platform includes video lectures, tests, materials for self-paced and webinars with teachers. ILearn now offers online courses of Ukrainian language and literature, English, mathematics and history of Ukraine. Training materials collected by 28 best Ukrainian teachers and meet program of national external independent testing.
SafeWay
SafeWay - the universal platform security control of passenger transport that combines web-service and gadget. A gadget is a small box with modern sensors installed in the vehicle and allows you to keep track of its position in space. AgroYard - is a multifunctional trade platform for agricultural market - each representative of the agricultural market on the site can buy or sell crops, order goods and services, track the trends of the market and to receive useful information for their economic activities. The main purpose of the project is to create an ecosystem for Ukrainian farmers, where they will be able to conclude clear agreements and will be open to cooperation with foreign companies.
